The War Czar

In case you hadn't heard, Bush finally managed to convince someone to become his "war czar." From what I can tell, the job description for this position is essentially the same as the one for the Commander in Chief. The whole thing is deeply mystifying, so much so, in fact, that even Tony Snow cannot explain it.
