Strange Definitions

In an otherwise perfectly admirable post detailing the efforts of some Americans to stand up and defend the rule of law, Andrew Sullivan makes a rather ridiculous claim:

Many of those resisting what has gone on have been conservatives in the best sense of the word: good public servants dedicated to the rule of law.

What makes someone who is "dedicated to the rule of law" a conservative? By implication, this would suggest that liberals often oppose the rule of law, a claim so absurd that Andrew couldn't possibly actually believe it. And yet that's what this statement very clearly implies. Which certainly makes me wonder...
