First off, a great primer on the groups involved from Kevin Drum:
ISCI = SIIC = new name for SCIRI = Badr Corps = "aristocratic" Hakim family = exiles during Saddam Hussein's reign = pro-Iran = generally in control of army and security forces = pro-U.S. = ally of Prime Minister Nouri al-Maliki.Mahdi Army = JAM = "firebrand cleric" Muqtada al-Sadr = Iraqi nationalists = originally part of Maliki's governing coalition but no longer = anti-U.S. = populist/working class orientation = controls much of the oil sector in Basra.
"Special groups" = rogue elements of the Mahdi Army = maybe Sadr is just as happy to have Maliki take these guys out for him, but who knows for sure?
Fadhila = ex-allies of Sadr = won some elections in Basra in 2005 = smallest of the three Shiite factions in the south.
In a much linked-to interview, Anthony Cordesman lays out the strategic reality behind recent developments in Iraq:
Much of the current coverage of the fighting in the south assumes that Muqtada al-Sadr and the Sadr militia are the "spoilers," or bad guys, and that the government forces are the legitimate side and bringing order. This can be a dangerous oversimplification. There is no question that many elements of the JAM have been guilty of sectarian cleansing, and that the Sadr movement in general is hostile to the US and is seeking to enhance Muqtada al-Sadr's political power. There is also no doubt that the extreme rogue elements in the JAM have continued acts of violence in spite of the ceasefire, and that some have ties to Iran. No one should romanticize the Sadr movement, understate the risks it presents, or ignore the actions of the extreme elements of the JAM.
But no one should romanticize Maliki, Al Dawa, or the Hakim faction/ISCI. The current fighting is as much a power struggle for control of the south, and the Shi'ite parts of Baghdad and the rest of the country, as an effort to establish central government authority and legitimate rule.The nature of this power struggle was all too clear during a recent visit to Iraq. ISCI had de facto control over the Shi'ite governorates in the south, and was steadily expanding its influence and sometimes control over the Iraqi police. It was clearly positioning itself for power struggle with Sadr and for any elections to come. It also was positioning itself to support Hakim's call for a nine governorate Shi'ite federation -- a call that it had clear Iranian support.
The US teams we talked to also made it clear that these appointments by the central government had no real popular base. If local and provincial elections were held with open lists, it was likely that ISCI and Dawa would lose most elections because they are seen as having failed to bring development and government services....
This does not mean that the central government should not reassert control of Basra. It is not peaceful, it is a significant prize as a port and the key to Iraq's oil exports, and gang rule is no substitute for legitimate government. But it is far from clear that what is happening is now directed at serving the nation's interest versus that of ISCI and Al Dawa in the power struggle to come. It is equally far from clear that the transfer of security responsibility to Iraqi forces in the south is not being used by Maliki, Al Dawa, and ISCI to cement control over the Shi'ite regions at Sadr's expense and at the expense of any potential local political leaders and movements. Certainly, the fact that these efforts come after ISCI's removal of its objections to the Provincial Powers Act may not be entirely coincidental.
Is the end result going to be good or bad? It is very difficult to tell. If the JAM and Sadr turn on the US, or if the current ISCI/Dawa power grab fails, then Shi'ite on Shi'ite violence could become far more severe. It is also far from clear that if the two religious-exile parties win, this is going to serve the cause of political accommodation or legitimate local and provincial government. It seems far more likely that even the best case outcome is going be one that favors Iraqracy over democracy.

Basically, we're helping ISCI and Dawa use force in the south to lay the groundwork for them to hold onto power that they would otherwise lose at the ballot box.
Charlie @ Abu Muqawama, one of the best counter-insurgency blogs around, then makes the following very depressing point:
Why, some wonder, is the U.S. closer to the Iran-backed ISCI and Badr Brigades than it is with the Sadrites? Why does this make sense? Two Baghdad political veterans have ruefully pointed out to Abu Muqawama that while Sadr has more popular support, the ISCI crowd have something more valuable: they speak English. One former State Department veteran with whom Abu Muqawama spoke a few months ago pointed out that former Iraq honcho Meghan O'Sullivan was particularly vulnerable to falling under the sway of those politicians who didn't just speak in that confusing gutteral language where they write from right to left in co-joined letters. Ergo: they speak English, so they must be our friends! Hoo-ray, democracy!
All of which is a very long-winded way of getting to this bit of analysis from Spencer Ackerman:
Withdrawing without any political strategy, as the British did from Basra, leads to a vacuum like the one we're seeing now. Sadr rushes in. The Islamic Supreme Council of Iraq rushes in. The Fadhila party maneuvers between the two. Forces ostensibly loyal to the government, pinioned between all sides, find ways to accommodate the existing power on the streets. In other words: chaos.
So to avoid chaos--and I recognize this is banal and generic--you can't just pull up stakes. Some sort of political accommodation has to occur alongside a strategy of extrication. There will be some good suggestions coming out of various think tanks and government offices over the next several months that put flesh to bone here. But the broader point is this: if we decide we're just going to order the post-surge forces out of Iraq in X number of months/years, and nothing accompanies that decision on the political-diplomatic end, then yeah, Basra probably will be a prologue. But if we spend the time between now and then--say, a new Democratic president's Inaugural--working on some Undefined Diplomatic Strategy, then we have our best shot--and it's not a sure shot; I'll be the first to admit--at extracting ourselves with a minimum of chaos.Now, this is true unless, like Sen. John McCain and President George W. Bush, you believe we should stay in Iraq forever. But if you don't, then you indeed have to grapple with this conundrum. There are no guarantees. There are no good answers. There are no grounds for certainty. That's what makes it a quagmire. But you don't have the luxury of throwing your hands up in despair and pleading that complexity should bring apoplexy. That's why it's called statesmanship.
So much for the future. What about today? Back to Kevin Drum to get an excerpt of Marc Lynch's five theories:
So you can add the [1] "Iran is liquidating its no longer useful proxies" theory (which would fit this general line of speculation about Iran's doubts about Sadr and preference for the simultaneously-US backed ISCI) to the generally most prevalent (in the Iraqi and Arab, not just Western, media) [2] "Maliki and ISCI are liquidating their more popular rivals ahead of the provincial elections" theory; the optimistic [3] "Sadr has lost power and now's the time to take him out" theory (thus far not borne out by the course of the fighting, but who knows -- it's early); Maliki's own [4] "it's time to establish state sovereignty over a 'lost' province" theory (which Bush, of course, has embraced, and is supported by the reporting that the Iraqi Army began its preparations for the attack months ago; but then why isn't he taking on the other militias and warlords? and why would he start now, and in Basra?); and Reidar Visser's [5] "Maliki is trying to build a power base in the Iraqi Army" theory.
Remind me again why it is in our national security interest to referee this situation indefinitely?
